release v4.0.0-alpha.1: accepted again with the StarshipOS certificate [skip ci]

The protocol on 4ca935d8: three boots (POST 538/538, one dict_hash), the
stick loaded high, test-32 (39 programs, 0 failures), the proofs. Every
capsule logs 'missing (unsigned)': the kernel reads the new certificate;
CI signs with CAPSULE_SIGN_KEY. FABRIC-3.md XLVII.3.
