v4 has been the default boot since 2026-10-14, and it has none of ACL phases 1-7: a default StarshipOS boot is less protected than system=v3.

The plan is written: docs/v4.0.0/plans/2026-10-20-engine-step4-node-in-the-vms-place.md, Part A (A1, the hook at call; A2, words that are checked are called). Not started.
